At the start of the game, the Philippines set up their cups into islands, in groups of 3, 3, 2, and 2. Philippines choses where to place the islands, but a maximumim of two cups can be placed in a horizontal row (in order to prevent cramming islands in a line). The opposition receives one re-rack at 5 cups, and the Philippines then set up an island of 3, and an island of 2, following the spacing requirements as the initial setup.
